Note that this connection hooks up the discharge port of two battery packs. Very often lithium batteries have a dual port BMS on which the discharge port does not have any overcharge cutoff protection.  A direct parallel hookup to the discharge port of another battery introduces a risk of charging a battery via the discharge leads which bypasses the BMS cutoff mosfets.  

When parallel connecting lithium batteries with a parallel cable like this it is recommended to use single port BMS circuits.  IF you are using a dual port BMS circuit, charge each battery independently, then hook them in parallel with the cable only for discharging.
